You asked

how can we distinguish between genuine hope and wishful thinking in difficult circumstances?

The passage, plainly, with room to sit with it.

Jeremiah 29:11

For I know the plans I have for you,” says Yahweh, “plans for shalom and not for evil, to give you a future and a hope.

The prophet Jeremiah writes this letter to the Judeans who have been exiled to Babylon in the 6th century BCE, a deeply traumatic experience. They are far from home and facing an uncertain future, perhaps wondering if their traditions and identity will survive. Jeremiah's message is a direct word from God to these people in captivity.

What future or hope do you find yourself needing to trust in, especially when current circumstances feel far from peaceful?
